Animal & Business Licensing

  • If you have an existing licence and are unable to locate in My Items, please contact licences@regina.ca and we will help link your licence to your account.

  • Animal Licences

    • All dogs and cats are required to be licenced annually in the City of Regina.
      • Please allow 5–10 business days for your application to be processed. If additional documentation or information is required, processing may be delayed further. Once fee and application have been processed, you will receive your animal tag by mail.

    Business Licences

    • Residential Business Licence
      • If you are operating a business from your home in Regina—whether it involves providing services, selling products online, or managing operations without a storefront—you are required to obtain a Residential Business Licence annually. This applies to all business activities conducted from a residential property, even if you do not have a commercial or physical business location.
      • Please allow 2-4 weeks for your application to be processed. If additional documentation or information is required, processing may be delayed further. Once your application is processed and approved, you will receive an invoice for your licence. Licences will be issued and active once payment has been received.
    • Non-Residential Business Licence
      • Any business that operates within the City of Regina but is located outside city limits or does not maintain a permanent commercial or industrial property within the city is required to obtain a Non-Residential Business Licence annually. This requirement applies to all business activities conducted in Regina, regardless of how frequently the business operates in the city or the scope of work being performed. 
      • Please allow 3–5 business days for your application to be processed. If additional documentation or information is required, processing may be delayed further. Once your application is processed and approved, you will receive an invoice for your licence. Licences will be issued and active once payment has been received.
    • Short Term Accommodations
      • A Short term accommodation licence is required annually for any temporary stay in a unit, or in a room or multiple rooms within a unit, that is rented for a fee for a period of less than 30 days.
      • Primary Residence Licence
        • A primary residence means the usual dwelling unit where an individual lives, makes their home and conducts their daily affairs.
      • Secondary Property Licence
        • A secondary property is any unit that is not the primary residence unit.
      • Please allow 5–10 business days for your application to be processed. If additional documentation or information is required, processing may be delayed further. Once your application is processed and approved, you will receive an invoice for your licence. Licences will be issued and active once payment has been received.
    • Permits
      • Snow Removal
        • A snow removal permit is required to remove snow by mechanical means from parking lots used in conjunction with commercial, educational or institutional establishments between the hours of 10 p.m. in the evening and 7 a.m. the next morning.
      • Special Occasion Permits for Events not on City Property
        • Special Occasion Permits are required for anyone selling or serving alcohol for events such as public community events or private events that are held outdoors on non-City owned property where the area has not been permitted to sell or serve alcohol, Saskatchewan Liquor and Gaming Authority (SLGA) require written approval from the City of Regina before issuing a permit of licence to serve alcohol.

    FAQs
    • To edit licence information, please select licence application and click on licence number and click on Edit Licence Details located on the right side of page or email us at Licences@regina.ca with the appropriate details.
    • To Pay fees go to the appropriate Application and select the Pay Fees button under the appropriate Licensee Number
    • If documents are required for your licence please go to the appropriate Application and select the Upload Submittals button under the appropriate Licensee Number

Building & Development Permits
  • Before you start, please ensure you review and complete the relevant application package. You will be prompted to upload this at the end of the process.
